Realistically, because the showrunner or the person who does hair or the actors or some combination thereof liked it and/or thought it fit the character well and everyone else agreed or at least didn't disagree enough to make it a thing. Some people like looking unkempt because it's a sort of rebellion or a statement or a reflection of the way they feel inside. Though I'm assuming that's your real problem with it, not that it's long, but that it looks uncared for.

That said, in a zombie apocalypse, I think everyone should go as short as possible to avoid a handhold for anyone or thing that might want to grab hold and/or drag someone off, and it would also be helpful given limited water or cleaning facilities.
