1. Is it rude to order an appetizer if no one else is?

2. Do appetizers hold up the actual meal?

1. If you're splitting the checks, I don't think its rude.

2. Probably depends on the restaurant but I've never noticed a big difference.

Why is it rude though? Like... is it OP's fault no one else wants an app? What if I go to this place specifically because they have the best fucking cheesy garlic bread?

Because some people in the world walk around with giant rods up their butts that have a "GET OFFENDED" command that is triggered whenever someone in a group wants to order an appetizer with their own money.

And actually, I wasn't asking for myself - I was asking because it drives me nuts when people do this, and wasn't sure whether it was just me.

The reason I would consider it rude is because it holds up everyone else's meal and they gotta sit there while you're the only one eating. To me, there's an element of communality that it trespasses on. Meals should begin at more or less the same time for everyone.

Now, of course, it's a question of etiquette, and it's flexible. Etiquette depends on the circumstances and the setting and the occasion. But given no other information than "is it rude to order an appetizer if no one else at your table orders one", I would say in general, it is a bit rude.
