I guess it depends. It takes some patience and practice to actually get a certain form out of it but nothing a few instruction videos won't fix, I'd say. You'll need different needles as well, there are finer and thicker ones (for different levels of detail) but they are often sold in sets anyway.

As for it being scary: I won't lie and say you never poke your own fingers with a needle. But it's not particularly painful, imo, it's really not bad at all because the needle points are very thing even with the thicker ones. And you learn to avoid it most of the time after a while. It mostly depends on where you place your fingers/where you hold the wool.

There's also wet felting where you don't use any needles again all but that's used for different things like getting bigger flat mats or very simple forms like felt balls etc.
