The Warsaw Pact - which included East Germany - was dominated by the Soviet Union, which Gorbachev was the head of, both internally and in foreign policy. So Gorbachev was going to be the ultimate decision maker for things like that.

And the other part of the context here is that Gorbachev was the one seen as undertaking glasnost/perestroika, so it was a challenge to him specifically.
