As some others have said, if you have baking powder or bicarb soda, that plus some salt and water will get you a damper (Australian name for a simple quickbread).

Scones (which is practically the same thing as American biscuits) are a bit more tricky, and includes rubbing butter into flour, then mixing in milk. It then gets kneaded a bit and cut up into buns and onto a tray and in the oven.

I say it can be tricky because there's a order I have grown up knowing - milk first, then you can add more flour if you put too much milk in, but you can't put in more milk after that or they'll turn out dense and flat.
