Nope. It is meant to be more in tone with the Timmverse, they've just pixified all the female characters, stop trying to excuse this for the sake of being a contrarian.

Timm tended to make his women dainty from the get-go, at least as of The Adventures of Batman and Robin animated series. Look at the design evolution of Catwoman: http://comicvine.gamespot.com/api/image/scale_super/4273748-dcau.jpg

I'm not excusing it or saying anything for the sake of being contrary though? I can see the Timm influence but that's why I don't think the female character designs are anything new, in fact, I think they come off less tiny then some of Bruce Timm's later designs in Batman did.

The fact is the age range networks are going for effects how the characters get designed and all the characters look younger and smaller in this versus some of the DC movies where they are going for an adult audience and make the proportions a bit larger and sometimes closer to their comic counterparts.

I'm not saying I always agree with the way cartoons design for kids, it's just a reality. I definitely think the way women are designed needs to be rethought but I'm also not entirely against women having very cartoony bodies because I like exaggeration in art.
