Geography. Specifically, Europe was part of the Eurasian steppe-periphery system, which I think was tremendously important for technological development, trade, and interchange. And out of the three major peripheral population areas (the Indian subcontinent, China, and Europe), it had the most natural internal borders and a bunch of other geographic factors that ended up promoting the development of complex systems and technology.
