"To have a friend you have to be a friend."

Have spent years being rejected by people I was trying to be friends with.

I'm not sure how you interpreted that statement, but it's kind of true. It just means that in general, you have to put forth effort into friendship if you want to make and keep friends. It's not meant to apply to specific friendships, i.e. that you should keep being friends with people who've demonstrated they're not into it.

Hmm, I'd interpret that statement to mean in order to make people want to be friends with you, being a friend to them is necessary with the caveat that what is necessary is not the same as sufficient.

e.g. "to buy an apple, you have to pay $1" doesn't mean paying $1 at random will always get you an apple.

Confusing as hell thing to tell to a kid, though. They could have given much better advice.
