I think that, while both shows had their flaws, DS9 was better than TNG, and neither because nor despite Sisko being black. And a lot of fans agree with me.

While he was written as race neutral it was fine, although very much an inferior product due to its insistence on "dirtying up Gene's vision", but once they switched to the angry black man in space it was just another piece of African American protest television and it diminished the franchise in doing so.

VOYAGER was better than TNG.

TNG is the single worst series ever to have the Star Trek name attached to it.
