Have you seen the movies? Tony and Steve's relationship in every movie has been antagonistic. Honestly, I don't think it has ever been portrayed as a close friendship.

Bucky is still his best friend. And if MY friend was tortured and this resulted in mental trauma, I'm not going to abandon them.

The only one who 'caved in' to help Bucky was Sam. Again, Clint and Wanda sided with Steve because the UN was trying to keep Wanda in lock down without any kind of trial. Also, they are close because of what happened in Age of Ultron.

And considering how they locked them up later with no trial, they had a reason to not trust the UN.
