I personally wouldn't want to live in Chicago or Philadelphia because they have the highest crime rates in the country with the largest prison population in the world, but that's just me.

Maybe this is just my experience, but I think the reality of life in the United States is that, in general, crime tends to be highly localized in specific areas. This is in a lot of ways an awful crying shame but it also means that, from a practical point of view, you're probably not going to be more personally at risk of crime in Chicago or Philly than you would be in any other major urban area, as long as you live in the right neighborhood, which isn't hard. At the end of the day, if you want to live in a suburb, live in a suburb.

As long as you stay out of the south side of Chicago (as well as northwest Indiana, which is effectively a Chicago suburb) you'll be no less safe than you'd be in any other city of similar size.
