I am pretty comfortable asserting that he was deliberately designed to look comical, yes. There is no way anyone designed that face with any other intention.

I agree. They're pretty typical Polynesian features. Perhaps if Moana hasn't got the barbie treatment it wouldn't be so obvious? (A little less barbie than usual but still confined to the same smooth over rounded Disney girl face)
