Blame the games and anime for starting it in the first place. Doesn't help when one episode of the anime involved hypnotizing a ton of kids into thinking they're Pokemon and one of the games had a side plot of a little girl being kidnapped. Plus there's a few Dex entries:

"As a matter of course, it makes anyone it meets fall asleep and has a taste of their dreams. Anyone having a good dream, it carries off."
"It carries a pendulum-like device. There once was an incident in which it took away a child it hypnotized."
"If you lock eyes with it, it will try to hypnotize you. It is best to close your eyes quickly before you get hypnotized."

Can't pin too much of the blame on the fans themselves.
