Personally for me, the praise is best when it's about their abilities or their choices making them good people, not about how pretty or hot they are.
I'm thinking of various female characters who either are in leadership positions where they are the ones being strong for everyone and taking care of them (e.g., Buffy Summers) or who are living some kind of life where they have become inured to not having any praise or comfort from others and have to be tough and stoic (e.g., Brienne of Tarth, Kara Thrace, etc.), and then along comes a partner who recognizes how awesome they are and says so. They're unused to getting sincere praise and it makes them react surprisingly emotionally (so there's a strong H/C element to this).

I suppose maybe with a character like Kara Thrace, who is extremely strong and badass but also has tremendous self-worth issues, it might work for me. But even then, I just kind of feel like that's not the direction I want to go in with the character. Regardless of whether Kara could really use some loving praise, I think I'm far more interested in seeing how she operates without it.
And, as someone who was deeply into The X-Files fandom for years, I definitely can't imagine Mulder praising Scully in a way that works for me. If anything, I think Mulder's the one who would have a praise kink in that pairing, but I don't think I'd be into that either. *shrugs*
Oh...maybe it would work for me with Aeryn Sun (with Crichton as the one giving praise).
I'm not sure why, but I kind of feel like pushing praise onto a character like Kara Thrace would almost be to override what she would choose for herself. Like you'd basically have to force praise (unless it's professional praise) on her, because there's a part of her that's just too aggressive and mistrustful to be able to internalize it at all. Whereas Aeryn strikes me as a character who is capable - under the right circumstances - of being trusting enough and open enough to actually feel good when praised intimately (by Crichton).
