Totally sure that that's Philip Glenister, so I'm guess the fandom is Ashes or Ashes or Life on Mars? Probably Ashes to Ashes, since it's more centered on the character he plays, but yes.

I am completely sure that it's him. If I am wrong, well, my only excuse is that it's late and I'm sooo tired it's insane. x__x
