I don't think either is good.

Level of badness would be based on the reasoning for it and how they're viewing it. For example, a white person wanting to "exterminate lesser races" because they're "bad for white society"... yeah, I'd say that's shittier than a black person wanting to "kill whitey because systematic racism keeps doing fucked up shit to me and my group based on my race." Which is again different from "kill whitey because black power" or whatever too.

It's all bad in the end, though.
