Not watching the show, so feel free to spoil or whatever - but why'd the kiss qualify as queer-baiting? I've seen a few people annoyed by it but nobody says why.

Because the show doesn't give any indication that it's actually going to entertain a romantic vibe between Betty and Veronica except for the one kiss, or have either of them be queer or anything of that kind. It feels like it's just going to be the literal classic Betty-Veronica-Archie het love triangle except Betty and Veronica randomly kiss. And then that, combined with the framing and performativeness of the kiss and stuff like that - it just really comes across like they just made them kiss to have them kiss and be transgressive.
