In my experience, just make a lot of friends and eventually the friends who are weed dealers will tell you about it. Or you're just socializing with other smokers and it comes up as conversation like "Oh don't go to X, he sells cheap crap, so-and-so always has a better selection."

how am I supposed to use weed to treat my social phobia if I'm too scared to talk to people to get weed

Maybe try other methods of dealing with you social anxiety besides weed. It's not a miracle cure, you know, and if you can't make friends without weed, your problem isn't a lack of weed, it's a lack of social skills.
