They are sneaking pets in. Pretty common to do (even in dorms). Super easy if your landlord has to notify you before they inspect your apartment or come over. You just take the cat/dog someplace else for a couple hours.

And most of the time they are legally required to notify you (which my school housing didn't seem to get because they never let me know when they were sending in someone).
