Is this implying better treatment of lighter-skinned people isn't a commonplace thing in a lot of countries, regardless of race?

I'm implying that the way that skin color functions in a given culture should be understood as specific to that culture.

nayrt but are you not getting that Latin culture also discriminates against darker-skinned people? like, it's a problem everywhere?

Uh well... for one, it's an American show.

Two, it's set in a fantasy version of the world.

Three, 'skin color functions in a given culture should be understood as specific to that culture' that's the reason everyone always gives for everyone in fantasy land being pasty white.

I don't know if that's what you meant to sound like.
