Yes, but in those two, she is (in)arguably the main character - inarguably in Gaudy Night, and arguably equal in Have His Carcase.
I agree that Strong Poison is over very quickly, and you just have to assume that Peter saw something off-stage that made him feel the way he does, but in her scenes with him in that book she makes a very good impression (I think!) and then the later books are very good on this!
I think Gaudy Night is very romantic - surprised that the OP chose to skip straight to Busman's Holiday to talk about the romance. What about the chess set, and the boat scene?
Then again, if you watch the Petherbridge adaptations (the Gaudy Night is not good!) you get to watch him and Harriet Walter being both spikey and flirty at each other, which is probably also an inducement to like this pairing. Meanwhile the Carmichael avoids Harriet completely (but has Paul Darrow, so there we go).
But - do skip the JPW. Whatever you feel about Peter/Harriet.
