You are right. I guess I was thinking of things like the Hunger Games or the Divergent Series. That sort of setup doesn't really make sense to me because it is just going to empower rebellion.

I'm not familiar with Divergent, so I can't comment on it, but, yeah, Hunger Games is a difficult premise to buy. (I think the basic 'set kids to fight each other' premise works better in Battle Royale, but even then it takes a bit of suspension of disbelief.)
