You will not get your passport in time. Apply for it now so you'll have it next spring break. In the meantime, choose a domestic destination you can enjoy.

Petty much this. Short of paying out the ass, the chances of getting it in time are slim enough that I wouldn't feel comfortable planning a trip abroad.

And I definitely wouldn't plan/commit to anything until I had that passport in hand, not just a 'guarantee' that it will come on X date, because we all know shit can and will likely happen to cause a delay and then OP will have a trip planned and paid for and no way to get there.
