I just can't see these two as being fluffy. There are some authors who can make me believe that they could get there eventually. But it is really hard to do. Kylo I could see going fluffy. But Hux? Not without a lot of work.

Didn't Hux have like...10 minutes of screen time? He could be the King Of Fluff and we don't know.

Yes, but there were some very clear characterization points in those ten minutes: tension and rivalry with Kylo and focus on his devotion to the First Order above all else. So even if he was, by chance, fluffy, it wouldn't be with Kylo.
