It's possible, but I wouldn't like to risk it by booking an international trip and possibly losing money if the passport didn't arrive on time. You could try looking into travel insurance with a very generous cancellation policy (check the fine print) but honestly, I think this is something you may have to chalk up to experience and plan further ahead next time.

By your questions, it sounds like you haven't traveled much. Planning ahead is important if you don't want to end up wasting time and money. Starting off slowly with a domestic trip is a good idea.
