Yeah Homicide definitely has a few guest stars who blew up later in their career (as well as some who were also names back then as well.)

The Wire is actually much easier to hunt down by legal means, probably because it was an HBO show and HBO tends to keep their shows around. Since Homicide was NBC it's a lot more difficult to find, I think NBC tends to sit on the rights of their shows because Homicide is not the only one that is weirdly nowhere to be found.
