Their AI was just that advanced. They aren't human-ish except in that their programming is really, really good. Icchan must have put if and while statements out the ass in her coding to take care of every possible situation. They were special because no manufacturer cares to go into such detail for their persocom's personalities. Most guys just want a chick that smiles. But Icchan wanted Chi to smile and laugh and love and frown and sigh and cry...

Hideki is, like, supposed to consider her feelings, but her feelings are pretty much just that she wants to be loved. She wants to be held and taken care of and taught and paid attention to. She doesn't seem to know what sex is, whereas Freya does, but Freya seems to focus more on the emotional value of the act and how Hideki cannot have the physical act but is still required to fork over the emotional half.

Except that that's moot, too, because oral, duh.

Yes, it could have been written better. That's called a plot hole~

But I think the point is definitly supposed to be that Chi doesn't need, or even want, sex and Hideki has chosen to love an entity without that aspect of a physical relationship.

Inserting personal self, here. I run into this all the time with internet vs. IRL relationships. Everyone who says they can't make long distance work says it's because they need a physical relationship. My girlfriend and I have decided our mental and emotional relationship is so much more important that we're willing to only see each other as little as three days a year. CLAMP was probably making a point about sex being just sex but emotions being the important part, when they got to the end (And how you should love someone for who they are even if they can't give you hot sex. ButChitechnicallycanwtfplothole)

Chobits was not their best work. I think you could probably find a plot hole in every one of their works if you look for it. It's like a sport, for me. If you check out Chi's Tsubasa cover and follow her torso and her legs, I'm pretty sure they don't meet up but the artwork's so pretty nobody cares about the anatomic incorrectness. Chobits was so fanservicey no one cares about the messages behind it, either.
