Eh. 11 other countries have a minimum drinking age of 21. 5 have a minimum age of 20. And that scenario you describe is also not uncommon in the US.

Google tells me there are 196 (or 195, depending on whether you count Taiwan) countries in the world. With 16 countries out of 196 being at the high end of the scale, I don't know it I'd classify drinking at 21 as being "unusually high...among countries", but it's definitely more restrictive than most.
