I think a large part of this is 'cause they're trying to juggle his joining the team with all the other big things going on with the other characters thus far, and that may be affecting some of the writing for him as a result. We're now up to eight members on the team (granted, one of them's kind of dealing with a lot more serious matters at the moment, but still), and that's a LOT of people to try and deal with at once. I don't know if this "eight team members" thing will last for a while or what, but I think that's the biggest issue right now.

I don't mind the guy himself, though, and I do agree that it would be nice to see him in action a little more as time goes on, to get a better feel for what he can do and bring to the team. And I like the actor himself-he was also on "Bates Motel" last season, and he was great on there :). So hopefully he'll continue to settle in well over time.
