You don't even need to get into Stockholm syndrome at this point in the plot. They're not in love, and she's obviously still a captive in both their eyes when she bolts. However, since you brought it up, it's arguable that the part where she runs away is also the part where she gets her agency back. When Beast collapses in the snow, Belle has a choice: She can continue running away without fear of being followed, or she can return to the castle with the Beast. She chooses to save him, which changes the dynamic of their relationship and helps redistribute the power imbalance.
