It's not strange. Colorism is common to many cultures predating contact with the people who we currently consider "white".

Economic class. Poor people were peasants working in fields aka darker skinned. Rich people stayed indoors and we're paler. Even after how labor changed, the stereotyped stayed. This is true of most countries.
