It's not a must, no. It depends entirely on how you want to look. If your make-up is very neutral/non-blended, it generally looks more androgynous, but that's not necessarily a bad thing as that look has been in fashion and is liked by many. It also tends to look more natural, especially if you're going with a nude lipstick (I love those, personally). Blush is generally used to either accentuate cheekbones or to give a "healthy" look. Though if you are latina, and have the "olive" undertone, you probably have less pink/red undertones in your skin anyway.
