The manga is still very 90s. It's a lot shorter then the first anime but IDK if I'd recommend it over the first anime since the television adaptation had stronger plot and character development.

There's also a new Sailor moon anime called Crystal, but it's pretty much crap until the third season.

I'm with you on character development, but the manga plot I'd say made more sense. Er, well, "more sense" being relative since any incarnation of Sailor Moon runs on weird moon logic.

IDK the manga just doesn't explain things at *all* sometimes. Like beyond the fact that Naoko just drops in characters randomly there's a shit ton of stuff in there that doesn't make sense if you think about it too much (I try not to think about ChibiUsa and how time travel works in that universe too much.)

I think Naoko is good at writing short stories, because some of the side stories and Sailor V's manga are a bit less confusing but I wouldn't say it makes any more sense then the anime did. The anime pretty much follows basic magical girl/monster of the day type of story formatting.
