Nobody cares who Cyborg is, but he is DC's biggest name African American hero for as long as they are pretending only white dudes were Green Lanterns, so they are desperate to make him happen as a character.

Nobody has ever heard of him either. DC had two, three maybe if you include Max from Batman Beyond, black superheroes who made the public consciousness. The first among those was Green Lantern John Stewart because he was the one who got co-starring credit in DC's most successful adaptation of the JL since the Superfriends. Then there was Cyborg from the cartoon targeting a younger demographic which made less of a public impact.

For some reason DC hates the idea of an African American Green Lantern though.

That is so odd to me. I grew up watching JL so thr only Green Lantern I knew was black. Huh. And that alien dude once.

OK, yes, Cyborg was in the Teen Titans cartoon. But that's different enough in style and tone from what they're doing with Justice League now that it might not help for trademark recognition.

As for DC not having other widely known black superheroes, I disagree. Are you not counting Static from Static Shock either? Or Steel? Are those really any more obscure than Hal Jordan, or than Barry Allen was before the recent Flash TV show?
What definition of "public consciousness" are you using?
