There's not much food beyond a certain point so polar bears don't usually get very close, but a 2006 expedition sighted one within a mile of the pole. You get that there's ice there, right. There's no landmass, but you can hike or drive to where the pole would be. It is sea ice, so it shifts a lot so it would be impractical to build something permanent there, for humans anyway - Santa and Superman get by just fine with magic and alien technology, respectively.
