I think what they mean is they don't like it when writers make horrible things happen with no relevance to canon or plot progression. It doesn't further the story at all, it's just there to make people upset. It's more about bad writing than disliking angst itself.

SA as previous, I wanted to add something.

Perfect example in my fandom that I saw recently is this shitty out of character drabble someone made where one of the characters in the ship kills himself out of nowhere at the end cause his partner wasn't as emotionally available as he wanted. It was stupid and badly written and very obviously meant to just make people upset. I can't believe it got any kudos but some people like pain-without-plot I guess.

I guess, though I do think it wasn't worded in the clearest way possible.
Bad writing is bad writing - I don't see it as significantly worse than bad fluff, or bad drama. I guess it would make a difference in that it might make you feel more down, though.
