Tell those women to try different tactics. Eventually something WILL stick.

Just because proper female representation in the film industry is a long shot, doesn't mean it will never happen.

Unless, of course, women stop trying to break that damned glass ceiling...

Or we can keep going until we normalize female-led movies. Congrats, it's a tactic and it works.

Honestly, this is probably the most realistic solution. It feels unsatisfying because it'll take time and a lot of sub par female-led movies but that's how normalization works. You keep making them until people stop saying, "Oh, a female-centric movie" and just say "a movie".
