I doubt that is a push-up bra. I think it's one of those camisoles with a built-in shelf bra... the shelf bra providing minimal support (works best with smaller boobs, like hers) but mostly just an additional layer of fabric to help keep the nipples from being especially obvious.

I love these things! You can find them in the activewear or lingerie sections of most department stores. You can probably also find this kind of top as a part of some more casual/sporty sleepwear sets. Hope this helps!

It's definitely a bra. You can see the straps of the bra (pink with butterflies on them) emerging from beneath the straps of her top. It doesn't necessarily look like a hardcore push-up bra to me, but even if I couldn't clearly see her bra straps in this pick, I would never think she looks braless in this pic. My breasts are about the same size and appear to have similar placement, and while I do alright in a top with a built in bra, that's just not how it looks at all. At the very least her bra is clearly giving her breasts a firmer, more rounded-out look.
