I think I see what you mean, and I can think of some lines where its clear where costume and outfit differ, but I do think there's grey area.

Like a person wearing a headdress for halloween is costume, but I think that's covered under my ignorance example above. Learn what it means then you'll see why you might not want to do it.

But other things, like... Well I happen to think sombreros look boss as fuck. I would totally unironically wear a sombreros, is that me making a costume of someone's culture? I don't think so, because I'm not trying to be pretend to be a part of their culture, or a parody of their culture, I'm just wearing a sweet hat that their culture created. Still technically part of my costume, bit more in a "this is my style" type of costume and less in a "let's play dress up" type of costume.
