I really do sympathize with your situation as I am poor and won't be able to get another cat after mine dies, but you shouldn't get a cat or dog. If it gets sick you won't be financially able to take care of it. :(

Check out your local pet rescue groups. Most will pay vet costs and for food & supplies if you are able to foster an animal.
There is a huge military base near me and there is a need for long term fostering for pets of deployed military personnel. They provide the money for everything and you care for the pet and keep them updated on how they are doing.
