It is either NoNo from Ulysses 31 or Neelix from Star Trek Voyager... Neelix. Even a comedy robot whose job is to screw up and create drama and spew exposition for the under sevens is less annoying than the Shithead. Hell, Neelix and Jar Jar and it is still Neelix.

Aw, I have a soft spot for Neelix, haha. Though I did find his relationship with Kes terrifyingly overbearing, he did seem a bit better once she was out of the picture.
