SLIGHT SPOILERS FOR FOREVER'S FINALE

No, it doesn't end on a disappointing cliffhanger. There is a cliffhanger, but it's a very slight one and is a decent enough place to end the show.

My problem with it is that the actions of the main character completely go against what we've seen of him up till that point, and there are NO consequences for his actions. Perhaps those would have been explored had we gotten Season Two, but I have my doubts.

I'm not sure what consequences you're looking for, but Henry acted in self-defence, and it's not like any regular jail cell could hold Adam for his multiple crimes. He could just hang himself and be free. Henry was the only one who had the knowledge and could exact any sort of justice for the murders Adam committed, and it's just a single life sentence. Eventually, he'll die and then be resurrected again to go on more killing sprees. Henry's actions did go against the Hippocratic oath, but also saved a bunch of future lives in the process.
