Even more than that, he couldn't go back for her, which is what a lot of fandom thinks he should've done (or that Padme would've done) after Naboo.

For Thrawn, they wanted him to stop letting the Rebels getting away. But, it was clear he was studying them. Everyone just needed to be patient as his plans unfolded. In the end, he discovered the mole and would've succeeded if Konstantine hadn't been an idiot and the Bednu wasn't there. He couldn't have planned for the Bendu, and he had the Rebels at gunpoint before Bendu attacked. Thrawn's patience allowed him to seriously cripple the Rebels, rather than just take out the Ghost crew. But, the fanboys are still whining about how slow it was and they don't think his victory was decisive enough.

I'd like to think Padme might have or at least wished she could have. We've seen that she pursued social causes but again...she would've wanted to free all of them. And Tatooine was technically not part of the Republic and she was the representative of another planetary government. Just rolling in and taking all the slaves (a major part of the planet's industry) or trying to 'free' them is a good way to invite a war. And how would she ensure they remained free after?

So yeah, there's no real good way to free all the slaves without basically wiping out the slavers and installing a new government/ruling class. Good luck with that.

Gosh, that battle at the end of the season was epic. They really did have the Rebellion on the ropes. Like, if you didn't know that some of them had to survive and that they were protected by plot armor it was easy to actually get concerned they'd not make it.

Hell, it's likely why the Rebellion is so diminished when we see them in Rogue One. The Empire came within a hairs-breadth of wiping them all out right there. Of course, they succeeded in getting the plans out and then a magical farmboy from the backwoods showed up to blow the first Death Star to smithereens and help reunite the Alliance again. I suspect if that hadn't happened, even if the Rebels had managed to escape Yavin without all of them blowing up (like if Luke had never left Tatooine), the Alliance would've just...drifted apart and not coalesced again for who-knows-how-long. Maybe not until the Emperor finally kicked the bucket and the various Imperial leaders started fighting over who would take over.

I think about this shit too much.
