As someone who has naturally messy hair and has tried everything known to man, it's rude.

If it's something immediately fixable like my barrette fell out, then yeah okay tell my but if my hair is frizzy and it's humid out then please be quiet because there is nothing I can do.

Same. My hair's curly and even when I put all kinds of creams and gels in it, my hair's always a bit frizzy. I don't mind if someone tells me that my bun's loosening in the back or some bobby pins fell out, but I can't exactly do anything about the frizziness except maybe dump a gallon of gel on my head.

Yep it's essentially a choice between either having some frizz or going with a wet crunchy look.

My curls are also not even or always completely curly so I have a frizzy curly/wave/some random strands of straight hair. I've done everything to it, and some days you really just don't want to spend 2 hours on your hair and give up.

Some people do just naturally have nicer hair then others, I have friends who spend 5 minutes on their hair and it looks perfect.
