I work as a background extra, and I've done background for quite a few Hallmark movies. They really are just that cheaply made (most of them anyway), and absurd in their doctrinaire "wholesomeness."

There's a joke that you know you've been booked on a Hallmark show if it has "love" or "Christmas" in the title. They don't allow their female background extras to wear skirts above the knee, and even though I'm very small chested I've had them tape my shirt to my chest just bellow my clavicle to keep my look "appropriate". They also do weird stuff like pass out prop champagne for wedding scenes, but then remind us that we can't ever actually raise our glasses to our lips during a take, because it's a "family friendly" network.
