I think this is Kamen Rider Blade and Kamen Rider OOO as the series. And I might not be seeing this correctly but it looks like a stick with some cloth tied to it, like a flag or a standard?

It is indeed a stick with some cloth hanging from it.

The cloth is tomorrow's underwear, the only spare possession that Eiji takes with him when he's hoboing around the world. He's a tremendous goober. <3
