Regardless of canon ages I can't help but perceive teenage anime characters as my own age (20's). Especially in Japan where they are allergic to creating anime/video game characters above the age of 16 so they just have teenagers behave and look like adults in 90% of their content.

Characters who are aged 14 or younger are usually look and are portrayed more like actual kids.
