In Galaxy Quest, what the Omega 13 does is never explained on the show, but the Thermians are able to build one anyway... but they don't know what it does either. How do you build something to do a thing and not know what it is?

Since one of the fan theories about what it does turns out to be correct, I suppose there may have been info presented on the show about *how* it works, so the Thermians could still put one together and just couldn't know exactly *what* it would do without actually turning it on. But that essentially means some TV screenwriter ca. 1980 knew how to build a device to turn back time 13 seconds.
