So the human part was a bit like the lure on an angler fish? (I suspect most centaurs work like that too.)

Well, not quite as useless. The human part still has the primary brain, a heart-pump (might even be the primary heart, I think the secondary pumps were in the rest of the body), and hands. So that's the part that makes them tool-users. But it mostly looks cosmetically human because they were a race that had been human before being transformed into smake-people, so it's actually kind of important to them to preserve the physical human aspects.
It's more like.... a very articulated head, lol. Since if you think about it, most of these creatures are not actually "half" animal. The human torso replaces the head of the animal.
