I think the most important question is, does she have the mental capacities of an actual serval or is she on an intellectual level with the human, because those would be two VERY different scenarios

The show tends to imply that, being that all the "gijinka" characters were once real animals and were turned into humans, they gained sapience and aren't interested in eating each other anymore, but they mostly still behave like their respective animal (ex. Serval is very curious, attacks with her claws, climbs trees and "hunts prey" as a playful game, shouts "meow meow meow," etc.).

Meanwhile, "Bag-Chan" SPOILERS seems to have been "gijinka-fied"/copied from a piece of hair from the original owner of her hat. She is human, but not really a natural one, if that makes sense.

So make of that as you will, lol. I read their relationship as more True Friends or maybe sisters, but shippers gonna ship.
